The biblical theme of the episode further plays into Season 11 Part 2's overarching themes of luck and fate. As everyone struggles to figure out what's next, a slowly growing swarm of locusts descends around them.

Act of God

Daryl's turns his back on the Commonwealth. Then he and Romano head out to find Maggie, earning a place on Lance's long list of enemies.

Daryl’s Plan

Survivors of Hilltop and Riverbend hide out in a Whisperer wormhole. Here, Maggie and Negan share an unexpectedly tender moment, where she begins to trust him, and he promises to protect her family.

Leah reveals she intends to kill everyone Maggie loves before killing her; Maggie breaks free from the restraints, and a fight between the two ensues. Leah gains the upper hand, but before she can stab her, Daryl fatally shoots her.

Leah Goes Rogue

Sebastian catches Max in the act of searching the Governor's file cabinet for proof he is forcing citizens to steal money for him. His attempt to stop her is thwarted, and Max leaves with the file intact, but her anonymous cover blown.

The Milton Family

Max delivers the file to Connie, and she publishes a story about Sebastian's antics. The episode ends with Pamela slamming a newspaper with the headline, "Milton's adult son used innocents in deathly money grab,” onto Max's desk.

Connie's Exposé

The Commonwealth assumes complete control leaving Maggie's group, Riverbend, and anyone who wasn't at Alexandria during the takeover without a home base. With limited resources, powerful enemies, and nowhere to call home, it's hard to imagine how they will recover.
